As a privilege, the owners of those services has a RIGHT to ask for the person receiving those services to prove their identity and the condition of their health before providing that privilege.

Just like the privilege of driving the state already requires a restricted licenses for health issues such as sight impairment, hearing impairment and physical handicaps.
