cause they are dumb and impatient. and then, they will whine when medh turns up and they look around and it's up 100% or 200% from where they sold. it's going to happen. look at the spread. tells you everything. mm's are talking out limit orders on the bid. fishing is what it is called. they will fish out every limit sell and then increase the ask 50% making it impossible for sellers to buy back without paying more.
