Ignore pandemic warnings. Cut funding to CDC overseas pandemic prevention programs. Encourage domestic protest. Threaten Iran. Threaten N Korea. Criticize all UN and other international bodies. Cut funding to them too. Ban all immigration.
Bottom line look as tough and aggressive as possible until reelection day.
My base will not see that putting Americans in more danger goes with each and every one of my actions aimed at boosting my reelection odds.
