The question is should Cuomo have prepared for a pandemic with specific medical equipment a few years before anyone knew a pandemic would occur?
OR. Should the Trump administration had prepared by ramping up production of tests, ventilators, gloves, and masks when they knew about the oncoming pandemic at least three months in advance.
Keep in mind, responsibility for preparedness for a pandememic is primarily a federal responsibility as Barrack Obama understood.
