Not sure what “authority”, “reporting status” and “multiple levels” you are referring to. They de-registered in 2009 and could re-register by filing a Form 10. But that would require 2 years of audited financials to start...and that is not a small undertaking. And by the look of the financial “disclosures” they have made on OTC markets...they are not auditable without them having to reveal some significant mistakes/errors because their fins don’t make sense.
