The company is allowed to perform a reverse split up to the time of the next shareholder's meeting. KBLB has never reported their plans for a reverse split are off the table.
Unfortunately, no one can knows if there will be a reverse split or not. It would certainly help the share price if Thompson were to state that. Thus we have to ask ourselves: "Why has Thompson not announced that the reverse split is off the table?" Is his silence intended to hurt the share price? Or is his silence because he still plans to do the reverse split?
I don't think there are any other options. I'm skeptical that Thompson is doing this to deliberately hurt the share price, so I conclude that he still plans to do the reverse split.
