I have read the article and have had conversations with others and the takeaway is the meeting is postponed, Do you understand that? Until there is a meeting scheduled there will be a delay.
Please point out any facts other than the scheduled meeting to discuss passing the business license was cancelled due to pandemic and has yet to be reschedule.
