How can quarantine of students make sense? The degrees of separation render our entire population connected. The only possible model of quarantine that has any chance of working is self-quarantine for vulnerable populations, such as geriatric and at risk patients. But given the relatively young age of most health care workers and the fact that they will interact with their families, their friends and Dave down at the hardware store, there's a lot of potential for gaps in the self-quarantine model. I can see no scenario where covid is "defeated", at least within a couple of years.
In balancing the need for general health vs keeping the planet spinning, quarantine as a blanket response has a lot of questions. When I see how quickly humanity degrades over trivial details such as toilet paper, my bigger fear is what we will do to each other if this crisis keeps up the current conflation rate in the news media.

How can it make sense for universities to reopen after spring vacation, a period when families like to travel? In my opinion, they should switch to online-only operation for the remainder of the 2019-2020 academic year.

The announcement I got stated they will re-evaluate at the end of the month. Like you, I expect it will extended to the end of the semester and they will use on-line course work and testing procedures.
