Hi Arizona1, the CDC and other health organizations responsible for dealing with virus outbreaks started preparing for this in Dec and Jan. This is common knowledge. I even posted the interview from NPR about the hospitals in Seattle being ready.

The glitch came when the 200 test kits were discovered to be contaminated.
