Well! brokerage bought the shares for those holders responsible.

TA has say here. If co. has 10 billion OS and announces 1 for 1 divvy, TA make sure only 10 billion shares issued.

You are saying "hey my client owns 10 million real shares and 100 million naked shares, just print me 110 million divvy shares, don't ask me any questions" it doesn't work that way.
