This is just speculation but something is going to give soon. Farmers need to plan for seed purchase and planting or the first growing season will be lost. The pressure on the Federally Deficient Agency has to be immense. They have missed deadline after deadline and a diverse group of industry players including the press is starting to question their credibility.
