Only when the Supreme Court ordered him to. He fought testifying in the Paula Jones case and the Supreme Court ruled he had to testify. He then stupidly lied about Monica during that testimony and got caught.
In the end, he was impeached, settled the Jones case for $800,000 and lost his law license. Even after all that, he was not convicted by the Senate.
So, Clinton did not testify because he was so altruistic. He was forced to by the Supreme Court. So, please get off your throne about Clinton.
