IFP Advisors has $5.4 billion of assets under management

If you do a "find on page" of the last 13f filing of IFP Advisors you will see they hold 50,000 shares of Access Power .

I suspect that IFP may only hold them as a custodian for a client.

Not a big deal really, it just looks like someone with money is willing to speculate with a small position. Or they could be building a position, Next filing should answer that question).
