The work was most likely contracted out to the lowest bidder.
Public work is required by law to be contracted to the lowest responsible bidder which means they have a performance and payment bond to cover the irresponsibly low bid ;-)
FWIW I hereby cast my vote for Coconut Creme Pie only coz I wouldn't want my favorite Pecan Pie in my face :-D
