Would wash trade manipulation be illegal and/or is it seen often or no?

Is there a way to find out the exact amounts of the past four t-trades? It seems as though it is very close to 30 million which is the amount CEO is holding.
It seems odd that with higher volume today, the t-trade was lower than Monday’s and Tuesday’s.

Possible explanation of the wash trades and therefore eliminating the dilution talk or am I way off?
