I thought the article meant that from the people who voted for trump in 2016 who voted for Democrats in 2018, 2/3 of them will vote for Trump again.

So this means 1/3 of those people won’t and we don’t know what the rest of the people who voted for Trump in 2016 but did not vote Democrat in 2018 are doing.

Clear as mud.
