That is true but very situational, people need to decide their risk tolerance and what makes sense under the circumstances regardless of prior moves.

For instance if one bought at .004, I don't think buying shares at .0022 is a bad idea based on prior charting and L2 action. This is not the case in other situations where sinking more money in could just be making matters worse
