they generally don't. they tend to take too long gathering evidence. generally the damage has been done before they move. but that is the way due process works.

when they suspend, they have a case that will hold up in court for c&d injunction against the company and officers. they also get the company on the hook to not destroy anything, open up the books, etc. so that they can investigate.
