That's because they then start printing and selling shares again. If it's a healthy company to start with, then it can remain a healthy company after and the reverse split may qualify them for higher exchange such as Nasdaq or Amex.
With 800M shares, a ten for one split still leaves them with a healthy 80 mill (and a ten dollar stock -wishful thinking)
