I dont have a definitive answer to your question in part because it's not clear what voting rights are held by the different classes of shares. Based purely on raw numbers, I can tell you this...

In terms of common, Shaun Diedrich controls about 350 million common both personally and through his company CDN Associates. Additionally, the company seems to be on the hook to him or CDN for around $800k which can be converted to common at any time at a 50% discount to the market pps. Additionally, Jim DiPrima owns around 50,000,000 shrs common, while Bergamo Consulting controls 70 million.

Through their company Mike the Pike, DiPrima and Mark Newbauer control 110,000 Class A preferred. This accounts for about 76% of all Preferred A shares.

High End Products currently holds 5,000,000 Class C Preferred shares. This accounts for 10% of the Class C. The remaining 90% are to be transfered from an account held by Art Hall. These shares are svheduled to be transfered to High End by March 2020 at which time High End will own all of the Class C Preferred.

The Class B Preferred are roughly evenly split between a number of entities. This includes: Robert Weber 21%, Christopher Will 21%, Three Rivers 25% and Rust Belt Consulting 33%.

Again I dont know what, if any, voting rights accrue to the different classes of stock, but I think your conclusion may be correct

Although "nothing" may be too strong a word. They are in line to get some cut from their "management" of High End, albeit I doubt it will amount to much. Plus, their contract with RBII only gives them rights to produce Cannophen in Michigan. For all we know, High End could hold the rights for Ohio and FL. If that were the case, the new distribution agreement with the headshop in Ohio doesnt benefit PAOG at all. But we shall see.
