I disagree. Float increases when restricted share are released from restriction. If you are saying that the restrictions are not removed, then I agree with you.
However, I would ask if you know the time frame for the restrictions. I would also ask if you know whether or not you have considered whether the PLYCF had perhaps shorted using the restricted shares as ways around the naked short problem.
