Who said anything about waiting till 2023, if they start working now, maybe, just maybe, they can get a sellable product out by 2023, though history would suggest otherwise.

Reality is that blockchain systems are used by every type of cryptocurrencies Bitcoin now and hundreds of companies like IBM.
Luckily they didn't wait till 2023 and no reason for QMC to do so.
