The 2nd Amendment (the entire Bill of Rights, for that matter) is there to appease Massachusetts the original home of non crown-sanctioned civil militiae.
If it hadn't been for Shay's Rebellion (a Massachusetts event) the New England Anti-Federalists most likely wouldn't have even accepted the wording "Well Regulated".
