On Jun 14 2013, KBLB filed an S-1 Form with regards to financing from Calm Seas:

That effectively put them into a quiet period.

On Jul 1 2013, KBLB announced that they ended the quiet period:

Since there has been no public announcement of a financing deal, they can't be in a quiet period (per SEC rules & regulations).
