Sortagreen, I understand your points about the lack of money and utter lack of knowledge of GTL technology and largely agree with them but, perhaps in Latin American old ties can make things happen. Certainly a financial partner will not give FMNJ the store but they may get a sliver for the connections that enable a project to happen.
Incidentally, that old granpa granpa of Jaime's that was president of Bolivia in the 1800s was thrown out of office for enriching himself by selling Bolivian land to foreigners! True story.
