Yes he should have taken the meeting, it is not illegal. Surely Mueller would have prosecuted if it were.

That is LITERALLY the only reason why Mueller did not choose to issue a prosecutorial judgement and chose to instead punt it off to congress.

That's real easy to say if you don't have to present it. Any allusion to that bs is a cop out. Mueller could have easily recommend it. It would have been Barr's job to make the decision.
