The point is perspective. Minimums (a couple hundred thousand dollars per year) are essentially insignificant.

If this refers to the annual minimum payment schedule. There is no dispute. However, the minimals exist regardless of dots produced or research projects conducted so I think most will see this as a new "minimums" argument and a shifting of the goalposts.
