I believe he is talking about a PR like I am this law won't be announced it just becomes effective on that date. It probably got announced in the press when it was passed months ago.
arachnodude - local Quang Nam Province media outlets seem to report more details on events. National Vietnam outlet reports seem more general. All outlets are govt. controlled. There are many political cross currents in VN as we speak that are generally favorable to what KBLB/Prodigy is accomplishing in VN right now. How long that will last is anyone's guess.
Translations of VN to English from these outlets are still problematic.
