Now there's a thought that hadn't occurred to me before. Maybe the audited financials are done, but the auditors want payment before they will sign off and give their opinion to be used in the package, and he doesn't have the cash flow to be able to pay for them. It makes as much sense to me as any other reason why he couldn't issue them.
