I don't know how much you know about who the shorts are... but apparently it is very limited.
The SEC authorizes Market Makers to short sell stocks to create or make markets. This is well known and you can find the answers by Googling it or finding the information in the regulations.
Shorts that you know are individual investors, but you never mention about the wholesale side of the house which is controlled by MMs
