As you read, Mueller concluded otherwise...

"Volume I of the report concludes that Russian interference in the 2016 presidential election occurred "in sweeping and systematic fashion" and "violated U.S. criminal law".[2][3][4] It lists two methods by which Russia attempted to influence the election. Firstly, a social media campaign by the Internet Research Agency (IRA) which supported the Trump presidential campaign, attacked the Hillary Clinton presidential campaign, and aimed to "amplify political and social discord".[5][6][7]

Secondly, Russian intelligence GRU conducted computer hacking and strategically released damaging material stolen from the Clinton campaign and Democratic Party organizations.[8][9][10] The report identifies links between Trump campaign officials and individuals with ties to the Russian government,[11] about which several persons connected to the campaign made false statements and obstructed investigations.[12] During the Mueller investigation."

That's very different from 'wasn't certain'. And why wouldn't it be considering the amount of time effort and resources Mueller deployed as compared with Strzok's musings?

Strzok said he wasn’t certain there was a “broad, coordinated effort” to hijack the election and that the evidence of Trump campaign aides talking about getting dirt on Democratic presidential nominee Hillary Clinton from Russians might have been just a “bunch of opportunists” talking to heighten their importance.

Once again dipshit, Congress approved the special counsel not the DOJ.

and Page was under surveillance before he ever stumbled into the crime family.
