I understand not issuing a PR talking about a buy back while at the same time diluting the heck out of the O/S, you don't issue a PR like that because you may buy back shares 6 months down the line.
It comes across like they were pumping the stock to create volume to absorb all of the dilution, which worked. Also why they haven't released a PR in months, release a PR every other week when dilution is happening and then get quiet when its done.
This is typical OTC behavoir that somehow gets defended.
