basically, it will take 3 years to build it and they are activley looking for investors to help with the initial cost...in the way of 13 million bucks.
by the way, that's a very loose translation. Its good news in taht there is actual dialogue taking palce and its made it on to theradar screen of the local papers/news gathering organization. the bad news, LONG as usual.
