That's only assuming Recap is The Plan. Then JPS should convert to Commons to help the GSEs Recap. But they deserve a Premium to Par to compensate them for their generosity.

If no Recap, then JPS Contract Rights should justify a large % of Par while Commons get nullified in Receivership
