I expect that when they set up and accepted the offering the stock was well below $3 a share and probably closer to that $1.60 or even a buck. I doubt they woke up yesterday and said " Hey, let's do an offering today for $15 million and 20 minutes later they did it. This has probably been in the works for weeks.
