Ran a multi-state company very similar. 20-30% turnover annually isn't unheard of. It's a stepping stone job where there are only so many advancement opportunities. Both the company and employee are aware of this from the beginning. I'm sure there are area managers are in place to recruit/hire/train in a hurry.
