What I found was that buy signals worked better than shorts for tc. Now that it has been revised, I suspect shorts will work well for at least a couple of years. I used to stick with mdy, but it has underperformed this year. I think a combo of QQQQ/IWM will work well. Just my opinion. I am long NDX and have been since mid Aug when tc went buy. I bought QLD on margin so I would have to put up as much to get the same exposure.
I used to subscribe to intelli-timer as well as a counter balance to tc. They were terrible though as you said.
Per timertrak, tc is the best performer over the last 3 years. Not many have been around 3 years, of course.
