It doesn't matter id if was going to hit .10 in a week, 2 weeks, or 3 weeks. It's been over 2 months and the stock is barely half way there. This week the stock closed lower than last week and lower than 2 weeks ago.
It didn't hit .10 in Jan., not in Feb., and it doesn't look like it will see .10 in March.
