Not true, lots of OTC companies never file for BK. They just quietly ceased to function and become empty shells. I don't believe that is the case with MSPC. But it is definitely broken.
Selling shares is a good business. They not broke because of the shares they are selling, soon they wont be able to sell anymore at no bid. This need to be shut down.
