I don't see how that Twitter user went from "Otting is going to give a talk there" (fact) to "Otting to release the Administration's plan" (speculation). He certainly could, but it's far from a given.
I also see from Glen's Twitter that both Otting and Phillips will be giving talks next Monday.
I don't think either of those places is appropriate for releasing the details of the administration's plan. I expect it to be a press release, probably with its own press conference. Leaking out details piecemeal doesn't serve either of their agendas.
