I'm not certain of a verdict in Collins, but I'd surely bet on a strong remand ruling. The part I agree with you on is the belief that GOV may actually seek a loss, here, to justify a release/reprivatize action without Congress.
Could be SIFI... could be a different model. But CHANGE would be better than the status quo, IMO.
