I'm sure I know the you're talking about... But I'm only left with more questions. Do you not understand that spending power belongs to the Congress? If Congress wants to pass a law saying that colleges and universities can only be funded if they allow cross burnings, then Congress can do that. The law would be challenged of course, successfully too. The state cannot dictate curriculum. That does get into First Amendment issues. But it's Congress that spends the money and dictates its use. You cannot. Neither can DOTUS.
I wouldn't allow Adolph Hitler to come to my campus and speak. Ditto for Richard Spencer or David Duke.... Anne Coulter, Laura Ingraham... any of them.

You can host a cross burning; you go to CPAC... attend a Trump rally, whatever. You bring a Klan rally to my house, and we're brawling. As a matter of fact, I'm old and tired. I might just shoot you.
That doesn't mean I would deny you the right to speak. Hell, the ACLU defended a group of Nazis who held a march in Skokie Illinois, and the Supreme Court ruled in their favor. But they never ruled that the city had to let them lease the local town hall. You most certainly have the right to spew your hatred. You'll just have to do it elsewhere.
