The cutoff date is not a date at all. It is a post number ... 14,900,000. As to being fair, if a person posts their WAG as post number 14,899,999, I fail to see what is unfair about that. You can wait as long as you want. Your RISK by waiting is twofold. 1) You may be destracted and the post deadline gets by you without you having WAGGED. 2) All the slots on the day you want may be gone!
