The committee that decides has been taking the shareholders vote into account when deciding the compensation. After listing their decision last year in the pre-vote material, the vote went up slightly, ~1%. I imagine they will view that as confirming their 2017 decision.
Pourhassan has invested none of his exorbitant salary in the company in the entire time he has been president. In addition to being grossly overpaid, this is highly unusual, as well as disconcerting.
