if FnF are being run independent of mandated risk shares - truly private - their owners won't issue them because they're 1. non-economic and 2.pro-cyclical.
No private money is going to come in if they are hamstrug into making bad decisions by law or regulation.
Further still no one is going to come in unless there is a full public accounting and recompense for the entire C-ship that was itself based on fraud.
