An initial reaction was "this doesn't make sense because Michael Bright would have never left this situation." I came up with two reasons that work on their own or together:
1) Maybe he really was sick of waiting around to get confirmed for another government job and nabbed a sweet gig in the private sector (he's been around D.C. long enough to get out, maybe he was sick of it)
2) Maybe his idea of Ginnie Mae was something grander like taking over all of the GSE business, not just operating the CSP and being an administrator or the secularization infrastructure
