Yes agreed, they could need to fine tune the terms but if its good to go it could signed then go through closing. Its a legitimate deal if they are going through all the proper steps which it appears they are.
To see the merger actually hit otcmarkets filing/sec this could be massive. They are going through proper channels it appears.
