downregul8, I agree with your take.
While the PR is good news, there's NO REASON WHATOSEVER for it to lead investors to believe that 'the train's about ready to leave the station.' In fact, with the expected completion date a year away, the inescapable conclusion (IMHO) is that there'll be LOTS of time to buy in here at a good price. IOW, there's every reason to expect the same stagnancy in the SP that we've all seen close up for the last 6 months or more (assuming other, more immediately exciting news isn't released).
