This money comes into the company whereas if he would buy on the open market the money goes to another shareholder.
He is at the same time helping the company and giving a signal to the market.
I have not checked yet but I would not be surprised that he has cheaper options outstanding; Buy buying these more expensive shares he clearly shows his confidence ; That's what I alm seeing in this transaction.
If he buys on the open market and announces financing in the immediate future he has to answer to the SEC for insider trading. If he exercises warrants he already has the rights to there should be no SEC questions.
