The SEC has busted many scam pump and dump efforts by board posters. Lebed is just one of the pumpers busted. There are hundreds more and they are always looking for such schemes. It's an easy bust. The board scammers don't have the funds to fight and plead gulty right away most of the time. It's much easier than taking on an ENRON and still gets them feathers in their caps which help them move up the pay scale.
